Dear Pamela LeVine,
You sent me a document that is 100% unreadable I have included the text at bottom of the message.
You have approx. 20 some actual redactions with no indicators of each record and why they were redacted. Which you need to specify each one per the rules of opra.
Your response is Lacking :
Custodians must identify the legal basis for each redaction
The bottom line is that the requestor has a right to know the reason for the redaction, and the custodian has the responsibility to provide an explanation.
A proper response to an OPRA request:
Includes a record index that identifies each record requested and the specific legal basis for a denial of access (including redactions) to each record.
It appears you used a technique Opra calls Hiding but you did this to the entire document not just the redactions. Which lets be honest, I am sure this was a silly mistake that will be taken care of on 4/30 and the proper document will be sent.
I will also be at your office tomorrow 4/30 to review this document in person.
