This will acknowledge receipt of, and respond to, the above-referenced
request submitted to the New Jersey Department of Health, Division of
Public Health Infrastructure, Laboratories, and Emergency Preparedness.
This request is vague, overbroad and improper, seeks information, and does
not request an identifiable government record. “The requestor must
identify the records sought with specificity. The request may not be a
broad, generic description of documents that requires the custodian to
search the agency’s files and 'analyze, compile and collate’ the requested
information.” Bart v. Passaic County Public Housing Agency, 406 N.J.
Super. 445, 451 (App. Div. 2009). If a request does not name specifically
identifiable records or is overly broad, a custodian may deny access
pursuant to well-established case law. See MAG Entertainment, LLC v.
Division of Alcoholic Beverage Control, 375 N.J. Super. 534 (App. Div.
2005); Bent v. Twp. of Stafford Police Dept. Custodian of Records, 381
N.J. Super. 30 (App. Div. 2005); N.J. Builders Ass’n v. New Jersey Council

NJAC 8:40-3.6(d) as referenced states:
"A copy of the patient care report shall be given to an authorized representative at the receiving health care facility. This shall be done no later than 24 hours after completion of the call. Additions to the original report shall not be made once a copy has been delivered to the receiving health care facility, unless such changes are initialed and dated by the person making the change and the receiving health care facility is provided with a copy of the changes."
"Chart status for all ePCRs posted under the Dunellen Rescue Squad's ImageTrend account" can only be one of two available options, "closed" or "completed", in regards to compliance to the above. This status should be obtained "no later than 24 hours after completion of the call" to be in compliance.
A specific date of 1/1/2022 - present was also specified.
