Dover Police Department Open Records Request
Dear Town of Dover,
Please accept this electronic request for public records made under OPRA and the common law right of access. I am not required to fill out an official form or use a particular software platform to submit my request per NJSA 47:1A-6(f), which states that an email from a requestor including all of the information required on the adopted form shall suffice in place of a completed form as a valid government record request.
I HAVE NOT been convicted of any indictable offense under the laws of New Jersey, any other state, or the United States.
I WILL NOT use the requested government records for a commercial purpose.
I AM NOT seeking records in connection with a legal proceeding.
Records requested:
Arrest/Incident reports including officer narrative related to theft from 7/1/2024 to 7/8/2024.

My preferred delivery method for response(s) to this request is by E-mail as attachments. Please confirm you have received this request. If you are not the custodian of records, please forward my request to that person and provide their email address to me for future reference.

You submitted an Open Public Records Act (OPRA) Request Form to the Town
of Dover which was received by the Municipal Clerk on 1/30/25. As such,
the seven (7) business day deadline to respond to your request is 2/10/25.
Pursuant to the Act, the Town has 7 business days, beginning the day after
receipt of the request by the Records Custodian, within which to respond.
Your request sought access to the following:
• Arrest/Incident reports including officer narrative related to theft
from 7/1/2024 to 7/8/2024.
The Town of Dover requires an extension of time beyond the initial seven
(7) days to fulfill your request as we are waiting on clarification from
the Police Department. See Scheeler v. N.J. Dep’t of Educ., GRC Complaint
No. 2014-123 (Feb. 2016) (validating extension under N.J.S.A. 47:1A-5(g)
and N.J.S.A. 47:1A-5(i) where custodian provided written response within
seven (7) business days and provided specific date when records would be
ready). The Town anticipates that records readily identified as
responsive to your request, with any necessary redactions, will be
available to you by close of business on Friday, February 14, 2025. If the
records become available before then, I will be sure to send them to you.
