Dear Chester Township,
This is a request for public records made under OPRA and the common law right of access. I certify under penalty of NJSA 2C:28-3 that I have not been convicted of an indictable offense. Please acknowledge receipt of this message.

To Whom It May Concern:
The Township of Chester received your Open Public Records Act (OPRA)
request on November 28, 2017. As such, the seven (7) business day
deadline to respond to your request is December 7, 2017. This response to
your request is being provided to you on the 5th business day after the
custodian's receipt of said request.
You requested the following:
"Copies of all current names and addresses of all dog and cat pet license
holders/applications for the year of 2017."
Please be advised that Chester Township does not license cats, and
therefore does not have documents responsive to the request for cat pet
license holders/applications for 2017.
Attached please find a list of all dog pet license holders with names and
addresses. Please be advised that phone numbers have been redacted.
N.J.S.A. 1A-1.1, Article #17 provides that unlisted telephone numbers are
exempt from disclosure. In addition, N.J.S.A. 1A-1.1, Article #24,
provides that "a public agency has a responsibility and an obligation to
safeguard from public access a citizen's personal information with which
it has been entrusted when disclosure thereof would violate the citizen's
reasonable expectation of privacy."
If your request for access to a government record has been denied or
unfilled within the seven (7) business days required by law, you have a
right to challenge the decision by Chester Township to deny access. At
your option, you may either institute a proceeding in the Superior Court
of New Jersey or file a complaint with the Government Records Council
(“GRC”) by completing the Denial of Access Complaint Form. You may
contact the GRC by toll-free telephone at 866-850-0511, by mail at P.O.
Box 819, Trenton, NJ, 08625, by e-mail at [1][email address], or at
their web site at [2]www.state.nj.us/grc. The Council can also answer
other questions about the law. All questions regarding complaints filed
in Superior Court should be directed to the Court Clerk in your County.
