This email is to acknowledge receipt of your OPRA request dated and
received via email on 6/1/2021. This response is being provided on the
second business day following the receipt of your request.
Please be advised, your request for "records pertaining to…” and for
specific information is not a proper request under the OPRA Statute. The
Open Public Records Act provides for citizen access to specifically
identified public records. Searches, requests for information or requests
that ask questions are NOT valid OPRA requests. According to the
Government Records Council publication, “A Citizen’s Guide to the Open
Public Records Act,” OPRA requests must be specific: Requestors must be
as specific as possible when requesting records. For example, requestors
must identify types of records, dates, parties to correspondence, subject
matter, etc.
I believe the only record clearly identified in your request was "the
supply contract" which I interpreted as a request for a copy of the
purchase order. In order to process this request, I will need more
information. Your reference to "hand-held computers" without vendor
information is too vague. We have several departments using various
devices that could be considered "hand-held computers" but they were not
listed as such on the purchase orders. In order to locate the record you
are looking for I would need more specific information of the type of
device or the vendor they were purchased from.
Please clarify your request and I will forward it to the appropriate
