The Collingswood Public School District received your Open Public Records
Act (OPRA) request on January 23, 2024. As such, the seven (7) business day
deadline to respond to your request is January 31, 2024.
Your OPRA request sought access to the following:
Records requested:
Emails sent by board of education members, faculty, and staff between
6/1/23 - 1/23/24 regarding the contract for Superintendent Dr. Fredrick
McDowell.
Include emails regarding attendance for the Board of Education meeting on
1/22/2024 emails including keywords contract McDowell or superintendent
contract emails containing attachments including files named contract,
McDowell, or superintendent.
Your request requires additional time beyond the seven (7) business days to
fulfill because in order to produce the emails , the custodian will need to
redact them in whole or in part. OPRA allows custodians to seek
extensions of time pursuant to N.J.S.A. 47:1A-5.i. Specifically, OPRA
states that, “the requestor shall be advised by the custodian when the
record can be made available. If the record is not made available by that
time, access shall be deemed denied.”
Your request requires an extension of time until February 9, 2024.
If your request for access to a government record has been denied or
unfilled within the seven (7) business days required by law, you have a
right to challenge the decision by the [insert name of Agency] to deny
access. At your option, you may either institute a proceeding in the
Superior Court of New Jersey or file a complaint with the Government Records

Based on your refined query there are now 2,800 emails that need to be
printed and redacted.
This is due to your request for 'faculty" which includes all staff of the
district.

As it stands now, at 2800 emails, I will need to charge you for my time:
“Whenever the nature, format, manner of collation, or volume of a
government record embodied in the form of printed matter to be
inspected, examined, or copied pursuant to this section is such that
the record cannot be reproduced by ordinary document copying
equipment in ordinary business size or involves an extraordinary
expenditure of time and effort to accommodate the request, the
public agency may charge, in addition to the actual cost of
duplicating the record, a special service charge that shall be
reasonable and shall be based upon the actual direct cost of
providing the copy or copies …” (Emphasis added.) N.J.S.A.
47:1A-5.c.
As I am the only person who can read/redact I will need to charge my hourly
rate.
I estimate the total time to be 46 hours.
This request could cost upwards of $4,600.
