This office received your OPRA Request for Salaries all employees union
designation year 2019,2020,2021,2022,2023/ Emails received or sent
Director Taylor on 02/06/2023/ Official year end payroll records or the
year end pay stubs, including the total amount of remuneration paid to
each employee showing separately cash, including commissions and bonuses,
overtime any stipends for 2019,2020,2021,2022 for all Department heads and
County Manager/ All position control forms for employees of the department
of finance for the years 2020,2021,2022 and 2023, on 9/25/2023. OPRA
requires that a response be provided within 7 business days, beginning the
first business day after receipt of the request. We will have a response
prepared by 10/4/2023. Records are typically provided to requestors in
electronic format, for which there is usually no cost. However, the County
will advise of any fees before the charge is incurred.
OPRA ordinarily grants immediate access to budgets, bills, vouchers,
contracts (including collective negotiations agreements and individual
employment contracts), and public employee salary and overtime
information. While the County makes every effort to provide immediate
access to such documents, processing may take longer depending on the
amount of records requested, medium requested, if documents are in use, if
redaction is required or documents are in storage, or if the request
requires extensive work to complete. The same is true for requests for
non-immediate access documents. When additional time is needed to process
a request, the County provides requestors with written updates
accordingly.
If no records are available, or the record(s) are exempt in accordance
with OPRA, the County will advise accordingly; if your OPRA request is
denied, you have a right to appeal the decision. You may file your appeal
with the New Jersey Government Records Council (GRC) or the New Jersey
Superior Court, as provided by N.J.S.A. 47:1A-6 and 7. For additional

Dear Mr. Johnston,
I am writing to obtain clarification of your 9/21/23, 9/25/23, and 9/27/23
OPRA requests for emails to or from Director Taylor on 7/10/23, 2/6/23 and
2/12/23, respectively.
In accordance with Mag Entm’t, LLC v. Div. of Alcohol Beverage Control 375
N.J. Super. 534, 549 (App. Div 2005) “[u]nder OPRA…Wholesale requests for
general information to be analyzed, collated and compiled by the
responding government entity are not encompassed therein. In short, OPRA
does not countenance open-ended searches.”
Therefore, please provide a subject matter, so the County can properly
process your OPRA requests.
