Different Police Department Annual Summary Reports and recertification certificates for all police officers

This is a request for public records made under OPRA and the common law right of access. I certify under penalty of NJSA 2C:28-3 that I have not been convicted of an indictable offense. Please acknowledge receipt of this message.
Records requested:
1. I seek your police department’s Internal Affairs Annual Summary Reports for years 2014 to 2017.
2. I seek a copy of the police department's Public Synopsis of Disciplinary Actions for years 2014 to 2017. This report is required pursuant to Requirement 10 of the Attorney General’s Internal Affairs Police.
3. I seek a copy of the police department’s Vehicular Pursuit Summary Reports for years 2014 to 2017.
4. I would like all of your police department’s Use of Force Reports from January 1, 2014 to present date.
5. I would like all of your police department’s Police Use of Deadly Force Attorney General Deadly Notification Reports for years 2014 to 2017.
6. I seek the annual basic police academy training, annual firearms requalification training, use of force training, vehicular pursuit training, domestic violence training, cultural diversity training, bias intimidation crimes training, Breathalyzer training, 911 dispatcher and call-taker training, K-9 training recertification certificates for all of the police officers in your police department for the year 2017.

Good morning,
This is the Borough's official response to your request received in my office on November 20, 2017. Due to the nature and complexity of the request and pursuant to Borough Code, Chapter II, Administration, Paragraph 2-71.2(c). Special Services Cost. If the inspection and/or photocopying of public records requires more than thirty (30) minutes per day of a municipal employee's time, a special services charge equal to the "actual cost" of that employee's time shall be charged. The requester shall be advised of the hourly rate of the employee and estimated time anticipated for the work. If the requester wishes to proceed with the production of the records, he shall provide payment for the special services fee prior to commencement of the work. The Borough shall provide a statement of the hours which were spent on the request. If the hours are less than anticipated, the excess funds shall be returned to the requester.
The estimated time to complete this request is six (6) hours at $67.31/hour or a total of $403.86. If you wish to proceed with this request, please remit your check in the amount of $403.86 payable to the Borough of Sea Girt and I will provide the information to you.

In the interest of finding a reasonable solution to processing my OPRA request, I'm requesting the Police Department could waive the special service charge if an extension of sixty (60) days in order to accommodate the interests of both the requester and the agency.

While I thank you for your offer of a time extension, unfortunately, Borough Code does not provide for a waiver of the special services charge when the time required to gather the information responsive to the request requires in excess of 30 minutes to prepare nor does your offer of a sixty day extension relieve the Borough of the need for the appropriate personnel to spend up to six hours of time to gather the information you requested. Please advise If you wish to proceed with this request.
Please remit your check in the amount of $403.86 payable to the Borough of Sea Girt and I will provide the information to you when it is ready, which I estimate would be within 7 business days of the date your check is received by the Borough. As previously noted, if the hours are less than anticipated, the excess funds shall be returned to you.
