Dear Manchester Township,
This is a request for public records made under OPRA and the common law right of access. I certify under penalty of NJSA 2C:28-3 that I have not been convicted of an indictable offense. Please acknowledge receipt of this message.
Records requested:
1. I seek your police department’s Internal Affairs Annual Summary Reports for years 2014 to 2017.
2. I seek a copy of the police department's Public Synopsis of Disciplinary Actions for years 2014 to 2017. This report is required pursuant to Requirement 10 of the Attorney General’s Internal Affairs Police.
3. I seek a copy of the police department’s Vehicular Pursuit Summary Reports for years 2014 to 2017.
4. I would like all of your police department’s Use of Force Reports from January 1, 2014 to present date.
5. I would like all of your police department’s Police Use of Deadly Force Attorney General Deadly Notification Reports for years 2014 to 2017.
6. I seek the annual basic police academy training, annual firearms requalification training, use of force training, vehicular pursuit training, domestic violence training, cultural diversity training, bias intimidation crimes training, Breathalyzer training, 911 dispatcher and call-taker training, K-9 training recertification certificates for all of the police officers in your police department for the year 2017.

I'm writing to follow up on an OPRA request that was submitted on November 17, 2017 that is overdue at this point. I requested the following;
1. I seek your police department’s Internal Affairs Annual Summary Reports for years 2014 to 2017.
2. I seek a copy of the police department's Public Synopsis of Disciplinary Actions for years 2014 to 2017. This report is required pursuant to Requirement 10 of the Attorney General’s Internal Affairs Police.

We have attempted to provide these items via email however, size
restrictions on our email server prevents sending a file of this size.
The items we are providing were therefore placed on a disc. The fee for
this disc is $1.00. Should you still want these documents, please forward
payment to Manchester Township. Once payment is received we will
immediately send out the records.

Police.--- This document is compiled and provided by the Ocean County
Prosecutors Office. We do not have this information.
3. I seek a copy of the police department’s Vehicular Pursuit Summary
Reports for years 2014 to 2017.--- INCLUDED ON DISC.
4. I would like all of your police department’s Use of Force Reports from
January 1, 2014 to present date.--- INCLUDED ON DISC.
5. I would like all of your police department’s Police Use of Deadly Force
Attorney General Deadly Notification Reports for years 2014 to 2017. This
done by the Ocean County Prosecutor's Office, not the Local Agency. In
the event of an Officer involved shooting, we notify OCPO who will then
contact the Attorney General's Office.
6. I seek the annual basic police academy training, annual firearms
requalification training, use of force training, vehicular pursuit
training, domestic violence training, cultural diversity training, bias
intimidation crimes training, Breathalyzer training, 911 dispatcher and
call-taker training, K-9 training recertification certificates for all of
the police officers in your police department for the year 2017. UNDER
ATTORNEY REVIEW. IN THE EVENT THAT THIS WILL BE RELEASED, THIS WILL TAKE
ADDITIONAL TIME TO COMPLETE.
In the case of #6, we will need an extension of time and a $50 deposit for
an administrative fee to compile this information. Please advise if you
would like us to continue with #6 by remitting the $50 deposit.

Dear Ms. Coombs,
I am hoping you receive this email with no issues. We did make an
exception and asked our IT department to work on this file, which took him
some time, however he was able to split it up and compress the file so we
can send via email. There will be another email following, with the rest
of your records.
As for #6 of your request, This portion except for the K-9 training
recertification certificates is being denied. You will need to
specifically identify the government document you are requesting.
