Details of Cares Act Disbursements

Dear Monmouth County,

This is a request for public records made under OPRA and the common law right of access. I am not required to fill out an official form. Please acknowledge receipt of this message.
Records requested:
. My request is to understand how the county used Cares Act funding which was to be deployed no later than Dec. 30, 2020.
Specifically:
1) What was the amount of the money returned to the federal government unused by the County?
2) How much of the money deployed through the county went directly to the 53 municipalities?
3) Please break down the amounts sent to the municipalities by town and by the amount of money requested. For example only, “Anytown” asked for $1MM in aid and was granted $900,000. This breakdown to be completed for all 53 municipalities.
4) Please break down the 53 municipalities requests for funding by specific request for aid and what was granted by the county and what was denied as well as for the reason for the denial.
5) Please break down the monies used by the county itself and how it was spent. For example only, the county jail used $50,000 to sanitize cells or do PCR tests on prisoners.
6) The county had an economic grant program to aid small businesses. Breakdown the amount of that aid which went to small businesses by municipality. For example only, “Anytown” businesses received $500,000 in economic aid. This breakdown should cover all aid provided to small businesses through CARES Act money regardless of the source excluding PPP loans.
7) The county hired companies to administer Cares Act small business aid as well as determine the amount of aid sent to Municipalities. Who are these companies hired by the County and what were they paid for their services?
8) COVID is a respiratory disease and impacts breathing. How much of the $108,000,000 was spent by the County and the municipalities broken down separately by the county itself and by municipality to improve basic lifesaving services to the citizens? For example only, acquire new sanitizing equipment, advanced lifesaving equipment such as AEDs or CPR pumps ? Include new ambulances which would be replacing outdated no longer state compliant equipment.
