detailed line item budget information for Rowan University Libraries for the last three fiscal years

Records requested:
Complete line item budgets for all of Rowan University campus libraries (please include separate budgets for each campus if these exist) for the last three fiscal years.
Please include each fund amount, fund code, and fund purpose and name. Please include designated spending for all budgetary purposes such as books, databases, technology, journals, and staff professional development. If employee salaries are paid from the library's budget, also include those. If they come from a general or non-library budget, you can exclude them.

We are in receipt of your September 21, 2023 OPRA request. Pursuant to the OPRA, a response from the University is due within seven (7) business days, which is October 2, 2023. The department that is working on your request needs some clarifications in order to finalize the response. Please confirm if your request is limited to Campbell Library which is located on Rowan University's campus. If it is not, please advise what other libraries you were contemplating being a part of the request. Please be advised that Rowan University, Rowan Colleges, SOM and CMSRU are separate entities. Therefore, any OPRA request seeking information and/or documentation relating to Rowan Colleges, SOM and CMSRU must be addressed to those entities as Rowan University does not maintain, control or otherwise have authority over same.
Please note, Rowan University's response time is suspended until we hear back from you. Once we know the scope of your request, we will be able to provide a date of when an answer will be provided.

I am requesting this information for all the libraries featured on the Rowan Libraries website: https://www.lib.rowan.edu/
The webpage features three libraries, the Campbell library, CMSRU Library, and the Virtua SOM library.
If you are only the records custodian for the Campbell Library, I limit my request to just that location.
If you are also the same records custodian for either or both of the CMSRU or Virtua SOM libraries, please include them in the same request. If you are not the records custodian for these libraries, please provide me the contact emails if you have the information as there is no records custodian featured on the website for those locations.

Thank you for your quick response and clarification. It is very much appreciated.
I relayed your response to the department who is handling providing Rowan's response and was advised that Rowan University is in possession of the information for the three libraries listed below. They will need one week or until October 9, 2023 to gather the information and provide a response.
Unless we hear otherwise, we will assume there is no objection to our request.

Please accept this as Rowan's completed response to your September 21, 2023 OPRA request (below) wherein you sought the line item budgets for all of Rowan University campus libraries for the last three fiscal years. As you may know, OPRA requires a response within seven business days, in this case October 2, 2023. Due to some questions and needed clarifications, the deadline was extended to today, October 9, 2023. Attached please find an excel reports which provides the relevant information for Campbell library, CMSRU Library, and the Virtua SOM library.
The common law right to access public records depends on three requirements: (I) the records must be common law public documents; (2) the person seeking access must establish an interest in the subject matter of the material; and (3) the citizen's right to access must be balanced against the State's interest in preventing disclosure. Richard Rivera v. Union County Prosecutor's Office, 250 N.J. 124, 143-44 (2022); South Jersey Publishing Co. v. New Jersey Expressway Auth., 124 N.J. 478,487 (1991); Loigman v. Kimmeman, 102 N.J. 98 (1986); Nero v. Hyland, 76 NJ. 213, 222 (1978). Your request under the common law is denied due to your failure to identify your interest in the requested records.
I believe this is a full response to your OPRA request and Rowan will close this request unless you advise otherwise.
