I am not required to fill out an official form or use a particular software platform to submit my request per NJSA 47:1A-6(f), which states that an email from a requestor including all of the information required on the adopted form shall suffice in place of a completed form as a valid government record request.
I HAVE NOT been convicted of any indictable offense under the laws of New Jersey, any other state, or the United States.
I WILL NOT use the requested government records for a commercial purpose.

I’m requesting all times and logs of Lieutenant Kaylan Dowd’s visits to all our North Bergen Schools. I need to know why she has invested so much of her time on duty at McKinley School picking up and driving Deputy Chief Corbisieros’s wife (a McKinley School Teacher) around as if she’s her personal UBER. Lt. Kaylan Dowd must be looking for some future favors. Kaylan, let’s see what side you’re on this time, did you pick the right “D”?
Please forward this to the Internal Affairs Unit. They must investigate why Lt. Kaylan Dowd is neglecting her duties with our schools, and instead UBERing in exchange for future favors. Maybe Capt. Dowd can figure this one out for her.

The Township of North Bergen (“Township”) writes in response to your 02/19/2026 request seeking records pursuant to the New Jersey Open Public Records Act, N.J.S.A. 47:1A-1, et seq. (“OPRA”).
Records requested:

Township responds:
Response: This request fails to identify a specific record sought, or a specific time frame, or the type of report sought. Requests for “all” materials related to a particular matter are not proper under OPRA; rather, a request must seek specific, identifiable records. OPRA does not require public agencies to answer questions, conduct research, or provide explanations or interpretations of records. The majority of your “request” consists of questions, your source-less characterization of the facts, and/or requests for information, rather than appropriately seeking identifiable government records. As such, it does not constitute a valid OPRA request, and is denied. See MAG Entertainment, LLC v. Division of Alcoholic Beverage Control, 375 N.J. Super. 534 (App. Div. 2005); Bent v. Stafford Police Dept., 381 N.J. Super. 30 (App. Div. 2005). Pursuant to N.J.S.A. 47:1A-5(g), a custodian shall not be required to complete a request that would require research and the collection of information from the contents of government records and the creation of new government records setting forth that research and information. See Burke v. Brandes, 429 N.J. Super. 169, 175 (App. Div. 2012) and Lagerkvist v. Office of the Governor, 443 N.J. Super. 230, 237 (App. Div. 2015) (citations omitted).
At your behest, “Please forward this to the Internal Affairs Unit,” in accordance with Section 5.1 of the New Jersey Attorney General Internal Affairs Policy & Procedures (November, 2022), your communication was submitted to the North Bergen Internal Affairs Unit. Subsequent requests materials concerning this subject matter are now exempt from release pursuant to N.J.S.A. 47:1A-9 (section 9.6.1 of the New Jersey Attorney General Directive 2020-7, Internal Affairs Policy and Procedures).
