Response to this request is long overdue. By law, under all circumstances, Matawan Borough should have responded by now (details). You can complain by requesting an internal review.

Dear Records Custodian Wynne,

Please accept this electronic request for public records made under OPRA and the common law right of access. I am not required to fill out an official form or use proprietary software pursuant to N.J.S.A. 47:1A-5(f). An email or written submission containing the required information is a valid OPRA request.

I HAVE NOT been convicted of any indictable offense under the laws of New Jersey, any other state, or the United States.
I WILL NOT use the requested government records for a commercial purpose.
I AM NOT seeking these records in connection with a legal proceeding.
I REQUEST all statutory and common law protections available to me under OPRA.

If any portion of this request is unclear, OPRA requires you to contact me for clarification rather than deny the request.
If any portion of this request is denied, OPRA requires that you state the specific legal basis for each denial and provide a written index identifying each record withheld and the exemption claimed, as required by N.J.S.A. 47:1A-5(g).

If any record does not exist, OPRA requires a written certification of non-existence.
If any record exists electronically, please provide it electronically.
Please also preserve all potentially responsive records pursuant to N.J.S.A. 47:1A-9.

Records requested (January 1, 2020 – present):

All debt service schedules for Borough-issued debt during this period, including schedules for general obligation bonds, notes, bond anticipation notes (BANs), refunding bonds, and any other municipal debt instrument.

All tax impact worksheets or tax impact calculations prepared for any adopted or proposed bond ordinance between January 1, 2020 and the present.

All debt service projection spreadsheets created by the CFO, Borough administrators, auditors, or financial advisors projecting multi-year debt service or long-term debt impact.

All Supplemental Debt Statements and other debt-related filings submitted to the NJ Division of Local Government Services (DLGS) for any debt issuance from January 1, 2020 to the present.

The Borough’s “Schedule of Debt Service” included in each adopted municipal budget for fiscal years 2020, 2021, 2022, 2023, 2024, and 2025.

Any memorandum, written analysis, or report prepared by the CFO, auditor, or financial advisor evaluating the debt service or tax impact of any bond ordinance adopted between January 1, 2020 and today. (Only existing documents are requested; no creation of new records is required.)

All amortization tables for any Borough debt issuance, refinancing, or restructuring from January 1, 2020 to the present.

These are all discrete, identifiable government records. No summaries, explanations, or record creation are requested.
