Subject: OPRA Request – Records Concerning Chief Engelbert Ribeiro, Captain Patrick Murray, and State Oversight of the Paterson Police Department
Dear Records Custodian:
Pursuant to the New Jersey Open Public Records Act, N.J.S.A. 47:1A-1 et seq., I request access to the following government records maintained by your agency:
1. Any memorandum of understanding (MOU), memorandum of agreement (MOA), assignment order, designation letter, directive, administrative order, personnel action, policy, report, or similar record concerning Chief Engelbert Ribeiro’s assignment, detail, transfer, reassignment, placement, appointment, or service with the Department of Law and Public Safety, Division of Criminal Justice, Police Training Commission, Office of Public Integrity & Accountability, or any other division, bureau, office, or unit thereof.
2. Any agreement, memorandum, directive, policy, report, or similar record describing the purpose, scope, authority, duties, responsibilities, reporting structure, objectives, or duration of Chief Engelbert Ribeiro’s assignment, detail, transfer, reassignment, placement, appointment, or service with the Department of Law and Public Safety or any division, bureau, office, or unit thereof.
3. Any records identifying the effective date upon which Chief Engelbert Ribeiro commenced his assignment, detail, transfer, reassignment, placement, appointment, or service with the Department of Law and Public Safety or any division, bureau, office, or unit thereof and, if applicable, the date such assignment concluded.
4. Any agreement or record between the City of Paterson, the Paterson Police Department, the Department of Law and Public Safety, the Division of Criminal Justice, the Police Training Commission, the Office of Public Integrity & Accountability, or any other governmental entity concerning Chief Engelbert Ribeiro’s assignment, detail, transfer, reassignment, placement, appointment, or service.
5. Any records establishing, authorizing, implementing, extending, modifying, or terminating state oversight, intervention, supervision, monitoring, management, or control of the Paterson Police Department from March 1, 2023, to the present.
6. Any memorandum of understanding (MOU), memorandum of agreement (MOA), assignment order, designation letter, directive, administrative order, personnel action, policy, report, or similar record concerning the appointment, designation, assignment, detail, placement, or service of Captain Patrick Murray as Officer in Charge (OIC) of the Paterson Police Department.
7. Any employment contract, appointment agreement, memorandum of agreement, side-letter agreement, personnel action, designation order, salary resolution, compensation agreement, stipend authorization, acting-pay authorization, or similar record concerning Captain Patrick Murray’s appointment, designation, assignment, or service as Officer in Charge of the Paterson Police Department.
8. Any records reflecting compensation, additional compensation, stipend, acting-pay differential, benefits, or other remuneration associated with Captain Patrick Murray’s appointment, designation, assignment, or service as Officer in Charge of the Paterson Police Department.
9. Any records identifying Chief Engelbert Ribeiro’s title, position, organizational assignment, employing agency, employing division, bureau, office, or unit, and employment status during any assignment, detail, transfer, reassignment, placement, appointment, or service with the Department of Law and Public Safety.
10. Pursuant to N.J.S.A. 47:1A-10, please provide any records reflecting Chief Engelbert Ribeiro’s salary, compensation, payroll designation, and length of service associated with any assignment, detail, transfer, reassignment, placement, appointment, or service with the Department of Law and Public Safety.
11. Any current employment contract, appointment agreement, assignment agreement, detail order, personnel action, or similar document governing Chief Engelbert Ribeiro’s assignment, detail, transfer, reassignment, placement, appointment, or service with the Department of Law and Public Safety.

If any portion of this request is denied, please identify each record withheld and the specific statutory basis for denial and provide all reasonably segregable portions of responsive records.
