Dear North Bergen Township,
Please accept this electronic request for public records made under OPRA and the common law right of access. I am not required to fill out an official form or use a particular software platform to submit my request per NJSA 47:1A-6(f), which states that an email from a requestor including all of the information required on the adopted form shall suffice in place of a completed form as a valid government record request.
I HAVE NOT been convicted of any indictable offense under the laws of New Jersey, any other state, or the United States.
I WILL NOT use the requested government records for a commercial purpose.
I AM NOT seeking records in connection with a legal proceeding.
Records requested:
All the records of the “DC” leaving work early saying he’s going to the state police station in Hamilton
Time sheets/ CAD records
GPS record of the DC using his assigned police vehicle off duty to go lights and siren to his sons High School Graduation because he was late (maybe NBPD IA should look into this)
List of all personnel who are assigned a take home police car
List of training and experience his son has to be the department K9 officer

The Township of North Bergen (the “Township”) received your request dated 02/25/2026 under the New Jersey Open Public Records Act (“OPRA”), N.J.S.A. 47:1A-1 et seq.

The Township responds:
Request 1. “All the records of the “DC” leaving work early saying he’s going to the state police station in Hamilton”
Response: “All the records” is an improper request under OPRA. See See MAG Entertainment, LLC v. Division of Alcoholic Beverage Control, 375 N.J. Super. 534 (App. Div. 2005); Bent v. Stafford Police Dept., 381 N.J. Super. 30 (App. Div. 2005), Bart v. Passaic Cty. Public Housing Agency, 406 N.J. Super, and Lagerkvist v. Office of the Governor, 443 N.J. Super. 230, 237 (App. Div. 2015) (2007). Subject to the impropriety of the request, the Township maintains no records responsive.
Request 2. “Time sheets / CAD records”
Response: This request fails to identify a specific time frame, or the type of report sought. “Time sheets / CAD records” is overly broad. A request must seek specific, identifiable records. See MAG Entertainment, LLC v. Division of Alcoholic Beverage Control, 375 N.J. Super. 534 (App. Div. 2005); Bent v. Stafford Police Dept., 381 N.J. Super. 30 (App. Div. 2005). Your request is denied.
Request 3. “GPS record of the DC using his assigned police vehicle off duty to go lights and siren to his sons High School Graduation because he was late (maybe NBPD IA should look into this)”
Response: The Township maintains no records responsive. In response to your statement, “(maybe NBPD IA should look into this)” (sic) your correspondence has been submitted to the Internal Affairs unit in accordance with Section 5.1 of the New Jersey Attorney General Internal Affairs Policy & Procedures (November, 2022), Subsequent requests materials concerning this subject matter will be exempt from release pursuant to N.J.S.A. 47:1A-9 (section 9.6.1 of the New Jersey Attorney General Directive 2020-7, Internal Affairs Policy and Procedures).
Request 4. “List of all personnel who are assigned a take home police car”
Response: Attached please find responsive document entitled Police Dept Take-Home Vehicles Issued.
Request 5. “List of training and experience his son has to be the department K9 officer”
Response: Your request is denied pursuant to N.J.S.A. 47:1A-10 and N.J.S.A. 47:1A-9 (N.J. Admin. Code § 13:1E-3.2 (duty assignment, basis, records for performance, evaluation). Concerning a “list of training” there are no records responsive.
As with any OPRA request, you have the right to challenge the decision by the Township in regards to your request. At your option, you may either institute a proceeding in the Superior Court of New Jersey or file a complaint with the Government Records Council (“GRC”) by completing the Denial of Access Complaint Form.
