Customer Complaints About High Bills With Atlantic City Electric
Dear New Jersey Board of Public Utilities,
Please accept this electronic request for public records made under OPRA and the common law right of access. I am not required to fill out an official form or use a particular software platform to submit my request per NJSA 47:1A-6(f), which states that an email from a requestor including all of the information required on the adopted form shall suffice in place of a completed form as a valid government record request.
I HAVE NOT been convicted of any indictable offense under the laws of New Jersey, any other state, or the United States.
I WILL NOT use the requested government records for a commercial purpose.

On September 25, 2024, you requested the following:
All email communications between Exelon and/or Atlantic City Electric and
the NJ Board of Public Utilities regarding customer billing complaints
from September 1, 2023, to September 24, 2024. Please search using the
keywords: "billing dispute," "customer complaint," "billing error," and
"billing issue."
Your request is overbroad because it seeks “all email communications”
without providing the required specificity. Requests for such
correspondence must identify the individuals or accounts to be searched, a
reasonable time limitation, and be confined to a discrete and limited
subject matter. N.J.S.A. 47:1A-5(g)(“A custodian shall not be required to
complete a request including for, but not limited to, mail, email text
messages, correspondence, or social media postings and messages, if the
request does not identify a specific job title or accounts to be searched,
a specific subject matter, and is not confined to a reasonable time
period…”); Burke v. Brandes, 429 N.J. Super. 169, 176–78 (App. Div.
2012); see also Elcavage v. West Milford Twp. (Passaic), GRC Complaint No.
2009-08 (Apr. 8, 2010) (stating that a proper request for email
correspondence must contain “(1) the content and/or subject of the e-mail,
(2) the specific date or range of dates during which the e-mail was
transmitted or the emails were transmitted, and (3) a valid e-mail request
must identify the sender and/or the recipient thereof”). Your request
identifies no senders or recipients. If you wish to narrow, please submit
a new request to include individual email recipients/senders or accounts
in addition to the time period and keywords you identified in your above
request.
