Current-fund (operating) vendor payments

Dear Clark Township,

Please accept this electronic request for public records made under OPRA and the common law right of access. I am not required to fill out an official form or use a particular software platform to submit my request per NJSA 47:1A-5(f), which states that an email from a requestor including all of the information required on the adopted form shall suffice in place of a completed form as a valid government record request.

I HAVE NOT been convicted of any indictable offense under the laws of New Jersey, any other state, or the United States.

I WILL NOT use the requested government records for a commercial purpose.

I AM NOT seeking records in connection with a legal proceeding.

Records requested:

**please note the scope of this request.** In response to my earlier request, the Township produced two check registers dated July 15, 2026 ("Check Register By Check Date"), each limited to the **capital checking accounts** the report header on both reads *"Range of Checking Accts: CAPITAL 2007 to CAPITAL ACCOUNT."* Thank you; those records were received and are not requested again. This request covers the Township's **other disbursements: the current-fund / operating payments** (the payments that appear on the bi-weekly bill lists presented to the Township Council), which were **not included** in that production.

## A. Current-fund vendor payments, 2015–2023 (primary request)

1. A **"Check Register By Check Date" report**: the same report and format as the July 15, 2026 production for the Township's **current-fund / general operating checking account(s)** (i.e., all checking accounts *other than* the capital accounts already produced), for the period **January 1, 2015 through December 31, 2023**, in Detail format (check number, date, vendor, PO line items, amounts, charge accounts).

2. **In the alternative**, if a single register report cannot be generated for that period: the **bi-weekly bill lists** as presented to the Township Council (the "Bill List By Vendor Name" or "Bill List By P.O. Number" documents), for all council meetings from **January 1, 2015 through December 31, 2023**.

## B. Current-fund vendor payments, May 13, 2025 to present

3. The same records (register report, or alternatively the bi-weekly bill lists) for the period **May 13, 2025 through the date this request is fulfilled**. (Bill lists through May 12, 2025 were previously obtained and are not requested again.)

on July 15, 2026.  The official Records Custodian, Nicole Castellucci,
received your OPRA request on July 16, 2026.  As such, the seven (7)
business day deadline to respond to your request is July 27, 2026.  This
response to your request is being provided to you on the 6th business day
after the custodian’s receipt of said request.

Your OPRA request sought access to:

1. A **"Check Register By Check Date" report**: the same report and format
as the July 15, 2026 production for the Township's **current-fund /

The following legal basis applies to responses that include redactions. “A
government record shall not include the following information which is
deemed to be confidential for the purposes of P.L.1963, c. 73 (C.47:1A-1
et seq.) as amended and supplemented: that portion of any document which
discloses the social security number, credit card number, unlisted
telephone number or driver license number of any person…”

If your request for access to a government record has been denied or
unfilled within the seven (7) business days required by law, you have a
right to challenge the decision by the Township of Clark to deny access.
At your option, you may either institute a proceeding in the Superior
Court of New Jersey or file a complaint with the Government Records
Council (GRC) by completing the Denial of Access Complaint Form.  You may

Dear Nicole Castellucci,

Thank you for the two check-register exports produced in response to my
request. The "Current Account, May 13 2025 – Present" file is complete and
opens without issue. This follow-up concerns only the second file.

The file titled "OPRA Check Register — All Accounts, Jan 2015 – Dec 2023"
does not contain data through December 2023. Its readable content ends at
December 13, 2022, and the remainder of the file is corrupted — it will not
fully open in Excel, and converting it to CSV produces the same early cutoff.
This is a defect in the file itself, not in transmission: re-downloading the
same file reproduces the identical problem.

As a result, I am missing all check-register data from December 14, 2022
through the end of the coverage the file was meant to include (calendar year
2023, and any remaining December 2022). To complete the record I request:

1. A fresh export of the check register for all accounts for the period
December 14, 2022 through December 31, 2023 — or, if it is simpler on
your end, a re-export of the entire January 2015 – December 2023 range.
The same report format and fields as the file already produced are
ideal (the columns were: Checking Account, Description, Check #, Check
Date, Vendor, Vendor Name, PO #, Item Seq, Item Description, Account Type,
Charge Account, Account Description, Amount, Void Amount, Net Amount, and
the reconciliation/reference fields). A native Excel (.xlsx) or CSV
export from the financial system (Edmunds or equivalent) is preferred,
per N.J.S.A. 47:1A-5(d); please save it as a fresh export rather than a
copy of the file already sent, so the corruption is not carried over.

For reference, the file I received includes the following accounts through
December 13, 2022 — I am seeking the same accounts for the missing period:
CURRENT, TRUST OTHER, TRUST ESCROW, SEWER (and SEWER COLUMBIA / SEWER
INVESTORS), and POOL / SWIM POOL (and POOL COLUMBIA).

If it is easier to verify on your end: a complete file for this register
should contain check dates running into calendar year 2023, whereas the file
produced stops in December 2022.
