As you may know, the purpose of OPRA is to make “identifiable records
accessible (see MAG Entertainment, LLC v. Division of Alcohol Beverage
Control, 375, N.J. Super. 534 (App. Div. 2006) to this end:
 

“A records custodian is not required “to conduct research among its
records…and correlate data from various government records in the
custodian’s possession.”  To qualify under OPRA, then, the request must
reasonably identify a record and not generally data, information or
statistics.” [See Bent v. Twp. of Stafford Police Department, Custodian
of Records, 381 N.J. Super. 30, 37-38 (App. Div. 2005)]

 
While the County would like to provide you with the documents you seek, we
cannot undertake an investigation of our files to ascertain which
documents, that may be in the County’s possession or archives, apply.
