Dear Sir/Madam: This office is counsel to the City of Estell Manor, and we
are assisting the City in processing the above-referenced OPRA request.
Please note that the usual response timelines are modified during the
current declared public health emergency. Pursuant to NJSA 47:1A-5i(2),
during the emergency “ the custodian of a government record shall make a
reasonable effort, as the circumstances permit, to respond…within seven
business days or as soon as possible thereafter.”

The City of Estell Manor (hereinafter “City”) is in receipt of your request pursuant to the New Jersey Open Public Records Act, N.J.S.A. 47:1A-1 et seq. and the common law right of access sent May 17, 2020.
The specific response to your request is as follows:
