Dear Town of Dover,

Please accept this electronic request for public records made under OPRA and the common law right of access. I am not required to fill out an official form or use a particular software platform to submit my request per NJSA 47:1A-6(f), which states that an email from a requestor including all of the information required on the adopted form shall suffice in place of a completed form as a valid government record request.

I HAVE NOT been convicted of any indictable offense under the laws of New Jersey, any other state, or the United States.

I WILL NOT use the requested government records for a commercial purpose.

I AM NOT seeking records in connection with a legal proceeding.

"All correspondence, by email, physical letter, or otherwise, sent to Town of Dover Elected or Appointed Officials, including but not limited to Mayor James Dodd, that was received during the time period of January 1, 2025 through October 1, 2025, from, or on behalf of Prosecutor Robert Carroll of the Morris County Prosecutor's Office, regarding a "actual or proposed ordinance regarding the Town of Dover Police Department and the responsibilities of a civilian public safety and/or police director"

I contacted your office by phone this morning at 973-366-2200 x1128, and the receptionist stated you, the Municipal Clerk, were in a meeting. I provided my name and phone number requesting a follow up to my OPRA request of 10/1/25, that has not been answered or acknowledged well past the statutory time frame to do so.
