Corona (Covid-19) work policies
Dear Ocean County,
This is a request for public records made under OPRA and the common law right of access. I am not required to fill out an official form. Please acknowledge receipt of this message.
Records requested: Please include all policies taken for your personnel during this National Covid-19 pandemic. Offices that remained open for business, how the employees handled this workload? Have any work from home policies been enacted? Rotating shifts? Split shifts? Reduced hours? Etc. Please include all employee related policies. Has the Municipality supplied any safety equipment for employees? What are the Municipalities policies on reporting possible exposure to the virus? If a co-workers has been diagnosed, who is informed and was any offices quarantined? What is your policy on employees right to know if they have been exposed to this virus?

To Whom It May Concern,
The Ocean County Clerk Scott Colabella forwarded your OPRA request below
to this office on April 14, 2020 for a response.
The Director for the Department of Employee Relations has provided the
attached documents and the following responses to your request:
“Offices that remained open for business, how the employees handled this
workload?” – All County offices have remained open. In general, employees
have continued to perform the same jobs as prior to the COVID19 pandemic.
Where job duties enable, and while ensuring continued office coverage,
some employees have been permitted to work from home.
“Have any work from home policies been enacted?” – There have been no
written policies enacted. If an employee believes he/she can work from
home, he/she will request this of their department head, who will review
the request and forward same to the County Administrator with
recommendation. Requests to work from home can also be generated by the
Department Head without a prior request from an employee.
The County Administrator reviews the recommendation made by the Department
Head and approves or rejects the request. If the request is approved,
equipment, such as laptops, computers, VPN lines, and/or cell phones, are
provided from the I.T. Department.
“Rotating shifts? Split shifts? Reduced hours? Etc.” There have been no
written policies on these. All departments were requested to review their
operations and determine if split shifts, rotating shifts, or reduced
hours could be implemented. The goal was to increase social distancing
and reduce the number of employees coming into contact with each other in
County buildings, while at the same time continuing to provide services to
County residents.
The Department Heads were required to provide the County Administrator
with a proposed plan to increase social distancing. Department Heads
submitted their proposed plan and same was reviewed by the County
Administrator with the Director of Employee Relations. The County
Administrator approved or rejected the proposed plan. Some crews or
groups of employees were not permitted to split shifts, rotate shifts, or
reduce hours.
“Please include all employee related policies.” – There have been no
polices enacted.
“Has the Municipality supplied any safety equipment for employees?” – The
County of Ocean is not a municipality. However, the County has provided
required safety equipment as has been available to obtain.
“What are the Municipalities policies on reporting possible exposure to
the virus?” – If an employee is exposed, the employee provides his/her
supervisor or department head with the information. Upon notice, the
Department Head advised those employee who may have been in contact with
the employee who has reported an exposure.
“If a co-workers has been diagnosed, who is informed and was any offices
quarantined?” – If a co-worker is exposed, employees are advised there was
an individual at the location who tested positive. They are advised by
their Department Head or other designated individual. No identifying
information is provided as HIPPA regulations must be followed. Based upon
an exposure in the Veterans’ Bureau, that office was quarantined. Other
individual employees throughout the County’s numerous work locations have
been quarantined, but no whole office outside of Veterans.
