Rowan University received your October 3, 2025, OPRA request for the "most recent copy of Rowan University's NJ State Fiscal Financial Assessment and Risk Management Report." Pursuant to OPRA, a response from Rowan University is due within seven (7) business days, which is tomorrow, October 14, 2025.
Rowan University is in the process of coordinating with several departments to obtain the report(s) which then need to be reviewed for any potential redactions. Therefore, Rowan will need until October 20, 2025, to provide a response.

Please accept this as Rowan’s completed response to your October 3, 2025, OPRA request for the "Rowan University's NJ State Fiscal Financial Assessment and Risk Management Report." Attached please find Rowan University's FY23 Financial Assessment and Risk Management Report.
Rowan University is denying access to the FY24 Financial Assessment and Risk Management Report. It is in the preliminary stages and has not been finalized. Under OPRA, Rowan University is exempted from providing any consultative or deliberative material. N.J.S.A. 47:1A-1.1. The deliberative process privilege allows entities to "withhold documents that reflect advisory opinions, recommendations, and deliberations comprising part of a process by which [its] decisions and policies are formulated." In re Liquidation of Integrity Ins. Co., 165 N.J. 75, 83 (2000).
You have the right to challenge this decision by Rowan University. You can file a Complaint in the Superior Court of New Jersey or complete a Denial of Access Complaint Form with the Government Records Council (GRC).
