The Camden County Board of Elections and the Camden County Clerk’s Office
conducted a search of their files and provided the below responses to each
portion of your request pertaining to elections dated 11/8/2016,
11/6/2018, 11/3/2020 and 11/2/2021.

Your request: “Copy of the certified election tapes.”

Custodian’s response: The Camden County Clerk’s Office and the Camden
County Board of Elections informed our office that they do not use this
terminology and therefor this portion of your request seeks documents that
are not specifically “identifiable” for the Camden County Clerk’s Office
and the Camden County Board of Elections to gather a response. As such,
the request submitted is a wholesale request for information that is not
encompassed by the intent of OPRA as has been articulated in N.J.S.A.
47:1A-1, et. seq. and MAG Entertainment v. Division of Alcoholic Beverage
Control, 375 N.J. Super. 534 (App. Div. 2005).

Your request: “Full and complete copy of General Election Official
Abstract of Votes report by Municipality or by precinct, whichever conform
to Statute or regulation.”

Custodian’s response: The Camden County Clerk’s Office and the Camden
County Board of Elections informed our office that they do not use this
terminology and therefor this portion of your request seeks documents that
are not specifically “identifiable” for the Camden County Clerk’s Office
and the Camden County Board of Elections to gather a response. As such,
the request submitted is a wholesale request for information that is not
encompassed by the intent of OPRA as has been articulated in N.J.S.A.
47:1A-1, et. seq. and MAG Entertainment v. Division of Alcoholic Beverage

However, in an effort to satisfy this portion of your request, the Clerk’s
Office provided general election canvasser reports for 2016, 2018, 2020,
and 2021, which they believe to be responsive to this portion of your
request.

Your request: “Please provide a copy of external communication including
those posted on website or social media platforms indicating to voters
changes made due to Executive Orders in the election process for November
2020 and 2021.”

Custodian’s response: The Board of Elections informed our office that no
records exist for this portion of your request.

The Clerk’s Office informed our office that for the November 2020 General
Election, public communications included:
 
1) The ballot and a copy of the Governor’s Executive Order, mailed
directly to all voters
2) Postings on the County’s website
 
For the posting to the County's website, the Camden County Clerk’s Office
provided the email correspondence sent to the webmaster. These records
contain redactions which are indicated at the bottom of each applicable
document, as is required by N.J.S.A. 47:1A-6. The 2021 general election
was a standard election and the Governor’s Executive Order did not apply.
Additionally, the County Clerk’s Office informed our office that no social
media platforms were used in communicating to the public for these two
elections.
 
As such, this correspondence and the records provided constitutes
completion of your request.  
 
Pursuant to N.J.S.A. 47:1A-1, et seq. if your request for access to a
government record has been denied or unfilled within the seven (7)
business days required by law, you have a right to challenge the decision
by the County of Camden to deny access.  As provided by law, you have the
right to either institute a proceeding in the Superior Court of New Jersey
or file a complaint with the Government Records Council (GRC) by
completing their Denial of Access Complaint Form located at the GRC’s
