Contracts with Delran Emergency Squad from 1980-2018

Dear Delran Township,

This is a request for public records made under OPRA and the common law right of access. Please acknowledge receipt of this message.
Records requested:

All agreements and contracts that the Township of Delran has and had with the Delran Emergency Squad from 1-1-2000 through 11-6-2018 as well as any memorandums of understanding for the same time period between the council, mayor or any other goverment body with the Delran Emergency Squad. I am also seeking any and all complaints the township received about the Delran EMS for the same time periods mentioned regarding Donald Horner.

Mr. Duff,

As per your request, please see attached two complaints filed against
Donald Horner with the Delran Police Department.  Be advised that the
Driver's License numbers have been redacted as they are exempt under
N.J.S.A. 47:1A-1.1.  There are currently no written agreements or
Memorandums of Understanding between the Township of Delran and the Delran
Emergency Squad within the date ranges requested. I also spoke with the
Township Administrator and there have been no complaints filed with the
Township against the Delran Emergency Squad or Donald Horner except the
two provided by the Police Department. 

Please let me know if you have any additional questions at this time.

Through a continued search I have not been able to locate any contracts or memorandums of understanding between the Township of Delran and the Delran EMS. Please let me know if you have any additional questions.

We do not have executed contracts. At this time all I can provided is a copy of the adopted Resolution authorizing the emergency contract.

Dear Jamey Eggers,

How were you paying the former EMS that Horner was the head of? Please send me documents such as Bills, Invoices and copies of checks paid to the Delran EMS for the entire year of 2018. I find it hard to believe you have no written agreement with the former EMS. Were they operating on a handshake or was a resolution passed that set the payment amount as well as the terms?

Mr. Duff,

We were not paying the Delran EMS for their services. Both myself and the Township Administrator have tried to locate any prior agreement and have been unsuccessful.
