Dear Ocean County Board of Elections,

This is a request for public records made under OPRA and the common law right of access. I am not required to fill out an official form. Please acknowledge receipt of this message.
Records requested:
This request is for information from the Board of Elections, and/or any other department within Ocean County that would be responsible for maintaining this type of document or record.

I am requesting the following items:

1. For the period spanning from 6/1/2020 until the present date, please provide electronic or scanned copies of any contracts that have been in effect between Ocean County and any Printing Company, for purposes of printing Vote-by-Mail or Absentee election ballots. These documents should include the date the contract was executed and the dates that the contract was in force (even if the contract is no longer currently in force), and all terms of delivery of the ballots to the county.

2. For the period spanning from 6/1/2020 until the present date, please provide electronic or scanned copies of any Purchase Orders or Invoices executed between Ocean County and any printing company that was under contract to print Vote-by-Mail or Absentee election ballots. These documents should include the quantities of all ballots printed by type, and the break-down of the cost of the ballots.

3. For the period spanning from 6/1/2020 until the present date, please provide electronic or scanned copies of any contracts or purchase orders executed between Ocean County and any election equipment or voting machine VENDOR that has supplied the county with equipment used in the process of conducting the elections. This would include scanners, tabulators, ballot marking devices, printers, e-Pollbooks, or assistive devices, and all software packages that were included for the operation of all the equipment necessary to conduct the election. The scope of this request includes but is not limited to, any contracts or agreements with Dominion Voting Systems (DVS), Election Systems & Software (ES&S), Tenex, Sequoia Voting Systems, Enhanced Voting, KNOWiNK, or any other vendor that has been under contract to provide election-related equipment, devices, or software to Ocean County from 6/1/2020 until the present date. This should include the dates the contract or purchase order was signed, the dates all contracts were in force, the full scope of services and support provided under the terms of the contract, including any dates and details about software upgrades executed between 6/1/2020 and the present date. Also, please indicate if any contract was terminated prior to its expiration date, and the reason for the early termination.

Since this request is not intended for commercial use, and is for educational purposes, I respectfully request that all fees be waived.
