I would like a rationale for the continual extentions and a total lack of response for any records.
Your extentions have been continual with no explanation as to why you require them.

Dear Haledon Borough,
The documents which requested are public records subject to disclosure under the New Jersey Open Public Records Act (OPRA), N.J.S.A. 47:1A-1 et seq.

Specifically, contracts with public entities are generally considered public records subject to OPRA. As the Appellate Division stated in Paff v. Galloway Tp. Bd. of Educ., 141 N.J. Super. 143, 147 (App. Div. 1976), “the public should have access to information about how its money is being spent.” While Paff predates OPRA, its principles regarding public access to government spending information remain relevant. OPRA itself reinforces this principle by broadly defining "government record" subject to access. Furthermore, N.J.S.A. 47:1A-1.1 specifically defines "government record" to include "any contract... made, held, kept or entered into by or with an agency."

Similarly, RFPs and RFQs related to public bidding are generally considered public bid documents and are accessible under OPRA. The competitive bidding process is designed to be transparent, and making these documents available promotes accountability and public oversight. While there isn't a single case directly stating all RFPs/RFQs are public, the underlying principle of open government and access to information related to public expenditures supports their disclosure. The definition of "government record" under OPRA is broad enough to encompass such documents.

In addition, the records were requested under common law; the response from an unknown individual does not address the Common Law responce.
