conflicts on the Lodi board of education

Dear Lodi School District,
I am questioning how it is not only acceptable, but allowed for a husband and wife to sit on the board of education along with a principal of an elementary school's mother as well as a police office with a brother in law who works on the maintenance department in all the schools. These same people are voting for their own relatives contracts. How is this possible?
