Please accept this electronic request for public records made under OPRA and the common law right of access. I am not required to fill out an official form or use a particular software platform to submit my request per NJSA 47:1A-6(f), which states that an email from a requestor including all of the information required on the adopted form shall suffice in place of a completed form as a valid government record request. I am requesting a complete, current export of the voter registration database for Union County in machine-readable format.

Requested Records:

The complete voter registration file/list of all registered voters in Union County, regardless of any criteria, status, etc. Include all available fields such as:
- Voter ID (unique identifier)
- Full name (last, first, middle, suffix)
- Complete residential address (street number, street name, apt/unit, city, state, ZIP)
- Mailing address (full address if different from residence)
- Municipality
- Ward
- Voting District/Precinct
- Congressional District
- Legislative District
- Fire District
- Date of birth
- Party affiliation
- Voter status (All types including Active, Active Need ID, Active Federal Only, Pending, Inactive Confirmation, etc.)
- Registration date
- Source of registration (if available)
- If purged, please include rejected reason with appropriate code
- Phone number
- Any election history/voting history linked to each voter ID (dates of elections voted in; election history should include all elections from 2015 to present, including municipal primaries, general elections, and special elections.)
- Any other fields maintained in the voter registration system

Requested Format:
Spreadsheet format (Excel/CSV) organized by municipality, ward, and voting district (ideally format with section headers per voting district, consistent with standard NJ voter file layout). If spreadsheet format is unavailable, any structured machine-readable format is acceptable (including pipe-delimited or fixed-width text). If these options aren't possible, the next best format is fine as well (such as PDFs). Include any file layout specification or data dictionary if maintained separately.

My preferred delivery method for response(s) to this request is by E-mail as attachments. Please confirm you have received this request. If you are not the custodian of records, please forward my request to that person and provide their email address to me for future reference.

Thank you very much for your prompt response and for providing the voter registration file - it is greatly appreciated.

After reviewing the attached file, I wanted to follow up because the response appears to be incomplete relative to my original March 30 request in a few ways. I want to make sure I'm not missing anything on my end before submitting an amended request.

1. Rahway City Only - Full County File Requested

The file received covers Rahway City only (22,154 registrants, 24 precincts). My original request was for the complete voter registration file for all registered voters in Union County across all municipalities. Could you please confirm whether the remaining municipalities are forthcoming, or whether a new or amended OPRA is needed to obtain the full county file?

2. Missing Fields

My original request asked for all available fields maintained in the system, including several that are absent from the file received. Could you please provide the following fields as well:
- Gender
- Fire District
- County Commissioner District
- Date Deleted / rejection reason with code (requested for purged voters)
- Military/Overseas status
- Phone number
- Source of registration (Reg Type was included - thank you - but the full source detail was requested)

3. Election History - Not Included

My original request also asked for election history for all elections from 2015 to present including municipal primaries, general elections, and special elections. This was not included in the response. This corresponds to the Voter History Master Export in NJSVRS. Could this be provided as a separate file, or does it require a separate OPRA request?

I am happy to submit a new or amended OPRA request if any of the above requires one. Please let me know which items can be fulfilled under the existing request and which require a new filing, and I will follow your guidance accordingly.
