Dear Atlantic County,
Please accept this electronic request for public records made under OPRA and the common law right of access. I am not required to fill out an official form or use a particular software platform to submit my request per NJSA 47:1A-6(f), which states that an email from a requestor including all of the information required on the adopted form shall suffice in place of a completed form as a valid government record request. Requested Format:
Spreadsheet format (Excel/CSV) organized by municipality, ward, and voting district (ideally format with section headers per voting district, consistent with standard NJ voter file layout). If spreadsheet format is unavailable, any structured machine-readable format is acceptable (including pipe-delimited or fixed-width text). If these options aren't possible, the next best format is fine as well (such as PDFs). Include any file layout specification or data dictionary if maintained separately.

The delivered file is almost complete, but is missing several critical fields I requested:
1. Fire District assignment for each voter
2. Legislative District
3. Date of birth
4. Phone number (if collected)
5. Official documentation explaining turnout codes (N, P, MB, etc.)
Please provide:
1. Complete voter file WITH these missing fields
2. Official NJ/Atlantic County data dictionary for voter file codes
3. Also, is this data up-to-date to the current moment? (asking because the file says 2025 so just wanted to make sure).
Format: Machine-readable CSV. Same voters as previous extract (match by Voter ID).

Yes, the data contained in the Voter Registration and Voting History sent
earlier this week is up to date as of March 30, 2026.
The Statewide Voter Information System produces standardized reports and
lists. The Voter History Report, which was sent earlier, does not include
Fire District or Legislative District data, so attached is a copy of the
voter list with that information.
• Fire District assignment for each voter
• Legislative District for each voter
As for the other voter identifiable information you requested, I refer you
to:
N.J.S.A.: 47:1A - 1.1 OPRA EXEMPTIONS
1. Privacy Interest - “a public agency has a responsibility and an
obligation to safeguard from public access a citizen's personal
information with which it has been entrusted when disclosure thereof
would violate the citizen's reasonable expectation of privacy.” See
Burnett v. Cnty. of Bergen, 198
20) Personal identifying information. Specifically:
1. Social security numbers, except that a social security number
contained in a record required by law to be made, maintained or kept
on file by a public agency shall be disclosed when access to the
document or disclosure of that information is not otherwise prohibited
by State or federal law, regulation or order or by State statute,
resolution of either or both houses of the Legislature, Executive
Order of the Governor, rule of court or regulation promulgated under
the authority of any statute or executive order of the Governor.

Thank you for the updated file - the addition of Fire District and Legislative District is great, and I appreciate the thorough explanation of the applicable OPRA exemptions.
I have two brief remaining items:
1. Year of Birth
With respect to date of birth, I want to clarify the scope of the exemption. NJSA 47:1A-1.1 specifically exempts "month and day of birth" - not year of birth. The Legislature's use of that precise language reflects an intentional policy choice to protect the birthday combination that could facilitate identity theft, while leaving year of birth accessible as a demographic field. Could you provide year of birth only (not month or day) for each voter?
2. Gender
If gender is maintained in the statewide voter registration system for Atlantic County voters, could you include it in an updated export? If it is not collected, a brief confirmation is sufficient.
I will follow up with the NJ Division of Elections separately regarding the turnout code data dictionary, per your suggestion.

In response to your updated request, yes, gender is maintained in the
statewide voter registration system (“SVRS”) for Atlantic County voters.
Attached is a copy of the voter list which includes respective gender,
when supplied.
With respect to date of birth, the SVRS produces standardized lists that
include only the full date of birth. For these reasons, we supplied to
you previously the respective list available.
