The complaint was one arising from Newark municipal court and would have been issued likely by Newark Police. This complaint is absolutely within OPRA and something I am clearly entitled to under the law.
The complaint was filed against Denise Miles-Brown to give you more information.

Good Afternoon:
The Office of the Clerk of the City of Newark has assigned your request
tracking number PD-22-1647 and forwarded it to the Police Division.
Government agencies properly extend OPRA's initial seven-business day
deadline for good cause when the extension comes within the first seven
business day deadline and provides a date certain by which the request
will be filled. The requestor's consent to the extension is not
necessary. Starkey v. Dep't of Transportation, GRC 2007-315, 2007-316,
2007-317 (2009). Rivera v. Plainfield, GRC 2009-317 (2011). Criscione v.
Gutenberg, GRC 2010-68 (2010).
In order to gather the documents responsive to your requests, the OPRA
unit sends your requests to the respective City Departments, which
actually created, received, or retained these documents. Since the State
of Emergency, crucial City Staff have retired, become sick, and work a
staggered schedule, which makes the time needed to gather responsive
documents far longer than usual.
This office received your request on October 13, 2022, and anticipates a
response on or about November 13, 2022.
