Here are the emergent conditions that other towns using WIPA qualified under:
Egg Harbor City: Qualified for emergent condition#5 (financial capacity) - Successful WIPA
Salem City: Qualified for emergent condition #4 (historical investment, repair, and maintenance) and emergent condition #5 (financial, technical, or managerial capacity) – Successful Referendum
Shrewsbury Township: Qualified for emergent condition#4 (historical investment, repair, and maintenance) – Successful WIPA

Building on our conversation regarding the WIPA path to sale, I wanted to share some exciting news with you. Earlier this month, NJAW successfully finalized the water system acquisition of Shrewsbury Township’s Alfred Vail Mutual
Association using WIPA —the second WIPA sale in the state. Although this system is smaller in scale, this community qualified as meeting the emergent condition of lack of historical investment. As a result, NJAW has committed to a $2.5 million capital investment,
which includes a complete replacement of the distribution infrastructure. This success highlights how communities continue to place their trust in NJAW’s expertise while eliminating the operational and regulatory risks of owning an aging system. Here is the
