Dear Wall Township,
Please accept this electronic request for public records made under OPRA and the common law right of access. I am not required to fill out an official form or use a particular software platform to submit my request per NJSA 47:1A-6(f), which states that an email from a requestor including all of the information required on the adopted form shall suffice in place of a completed form as a valid government record request.
I HAVE NOT been convicted of any indictable offense under the laws of New Jersey, any other state, or the United States.
I WILL NOT use the requested government records for a commercial purpose.
I AM NOT seeking records in connection with a legal proceeding.
Records requested:
- Any and all records related to outsourcing EMS and dispatching services for Wall Township between all township committee members, Business Administrator John Tobia, and ANY represnetivies of the Monmouth County Sheriffs Office including, but not limited to Shaun Golden, Robert Dawson, Timothy Sidley, Robert McLaughlin as well as County Executives including but not limited to Tom Arnone.
My preferred delivery method for response(s) to this request is by E-mail as attachments. Please confirm you have received this request. If you are not the custodian of records, please forward my request to that person and provide their email address to me for future reference.

For ease of reference your request seeks the following:
1. Communications (texts & emails) Any and all records related to outsourcing EMS and dispatching services for Wall Township between all township committee members, Business Administrator John Tobia, and ANY represnetivies of the Monmouth County Sheriffs Office including, but not limited to Shaun Golden, Robert Dawson, Timothy Sidley, Robert McLaughlin as well as County Executives including but not limited to Tom Arnone.
With respect to Item No. 1, the Township is seeking clarification to conduct an email and/or text message search; we will require the following:
• To and/or from
• Date range
• Subject/keyword search
Emails with the domain of @townshipofwall.com or @wallnj.gov are maintained by the Township. Emails sent to/from outside domains will be picked up if they have copied/sent to an email address with the township domain.
In addition, key word searches are extremely sensitive. For example, abbreviations like, “MV” for Motor Vehicle would pick up all emails that reference the letters “M” and “V” in sequence, producing thousands of results. Similarly, using employee titles like “Clerk” or “Collector” would likely produce all emails sent from those departments as they are a part of their signatures
Upon receipt of this information, we will begin our search for those responsive records. The more detailed the information provided will aid the search and quality of results. Pursuant to N.J.S.A. 47:1A-1 et seq the Township is provided seven business days to respond upon receipt of clarification
