Dear Kristy Davis,

Thank you for your response, however, there was a communication that caused the investigation and official business was being conducted, irrespective of whether it was on a personal or a governmental account and the communication is subject to an OPRA request. In addition, a censure and training cannot be subject to attorney-client privilege as it is not a personnel matter as the councilman is not an employee but a matter of public record of an elected official.

Yours sincerely,

RICARDO G
