Good afternoon,

We are in receipt of your January 20, 2024 OPRA request (below). Pursuant to OPRA, a response from Rowan University is due within seven (7) business days, which is today January 31, 2024. A search of Mssrs. Hilliker's and Brandow's cell phone texts and Rowan Slack did not yield any results which fulfill your criteria. As such, Rowan is not in possession of any documents to produce for this portion of your request.

The email and Webex search resulted in over 300 emails. These emails must be reviewed for any duplication, confidential or non-relevant information which may need to be redacted. Despite my best efforts, I am unable to complete this review by the end of business day today. Accordingly, Rowan requires an extension of 7 business day until February 9, 2024 (hopefully sooner) to provide its response.

Good morning,

As you are aware from my previous email, the search resulted in hundreds of emails. Rowan's review of the emails is now complete. Due to the large nature of the response, the documents cannot be sent via email. Normally, , Rowan uses Google Drive for large document production. However, in the past, emails with an "opramachine" address have been incompatible with Google Drive. Please advise if you have an alternate email compatible with Google Drive. If not, please let us know how you would like the documents sent to you.

Please be advised that any emails that were not relevant or duplicative were not provided. For instance, if both Mssrs. Hilliker and Brandow received the same email from an Rowan organization, only one email was produced. Any email threads were streamlined so the entire thread was produced as one attachment rather than you having to wade through all of the emails going back and forth. Emails from external sites such as the New York Times- which sends out its publication once a week-were not produced. Other than non-relevancy, if you prefer that the emails are not filtered in any or all of the ways just described, please advise as such.

The search also resulted in emails that that are considered exempt from publication under OPRA. Rowan University is denying your request for documents that contain information which is deliberative in nature. Under OPRA, Rowan University is exempted from providing any consultative or deliberative material. N.J.S.A. 47:1A-1.1. The deliberative process privilege allows entities to "withhold documents that reflect advisory opinions, recommendations, and deliberations comprising part of a process by which [its] decisions and policies are formulated." In re Liquidation of Integrity Ins. Co., 165 N.J. 75, 83 (2000). Accordingly, communications between Rowan employees related to the "Israel-Gaza Conflict: Information Resources" webpage prior to its being posted are not being produced.
