Please see the below link to the current code you referenced (245-390). The history of that code is noted. I have attached those ordinances, as well as a listing of Mayor/Council since 1967 (unfortunately it has not been updated since 2018).
Anything further would be considered research which is not covered under the OPRA statute. OPRA is to obtain specific, identifiable government records.
