Code blue budget

Dear New Brunswick Deputy Clerk Bennett,

Please accept this SECOND electronic request for public records made under OPRA and the common law right of access. I am not required to fill out an official form or use a particular software platform to submit my request per NJSA 47:1A-6(f), which states that an email from a requestor including all of the information required on the adopted form shall suffice in place of a completed form as a valid government record request.

Your initial rejection of our request with:

“The City of New Brunswick is in receipt of your
OPRA request dated January 14, 2025 and received January 15, 2025. Please be advised the City of New Brunswick has no records responsive to your request. Thank you.”

We request a budget breakdown of project code blue immediately. New Brunswick is an outstanding city and for a project with a $152,000 budget. We refuse to believe that there is no itemized allocation of funds.

This makes no sense. A governmental purchase has an itemized place in a budget. We do not accept this response. We know that $52,000 of this budget is spent on cleaning and additional funds are used for laundering costs. We demand to know where this money is going and there has to be a contractor in charge of that work. Again, We demand to know where this money is going. We demand an itemized budget immediately. We are lawfully asking for this. We know this information is available and we are entitled to it by law.

I HAVE NOT been convicted of any indictable offense under the laws of New Jersey, any other state, or the United States.

I WILL NOT use the requested government records for a commercial purpose.

I AM NOT seeking records in connection with a legal proceeding.

Kindly be advised that the City of New Brunswick is in receipt of your OPRA request dated Saturday, February 1, 2025, and received on Monday, February 3, 2025. Be advised we have nothing to indicate that this is your second request.
In response to your email be advised that your request as written does not specify a time frame nor does it identify a particular document or record as required by the OPRA statute. However, in an effort to provide a response I direct your attention to the attached invoices submitted to Middlesex County for reimbursement pursuant to the terms of the Code Blue grant agreement for the 2023-2024 Code Blue season. These documents should provide a general understanding of the typical expenses associated with the Code Blue program that are reimbursed through the county grant. It is anticipated that similar documents for the 2024-2025 Code Blue season will be available in the future at the conclusion of the current Code Blue Season. Please feel free to submit another request at that time if you wish to receive information regarding the 2024-2025 season. Thank you for your interest in these matters.
