Regarding your OPRA request number 119-2022 for body camera footage: We are attempting to fulfill your request but have found that it takes hours (2 hours, approximately) to redact even one single 6 minute video form one officer. The only items being redacted would be any sensitive/confidential audio or sensitive/confidential information that’s viewable on-screen. In an effort to realistically complete your request to your satisfaction, but also balance the impact on the City employee redacting said video(s), I am asking you to please narrow down the scope of your request. Instead of requesting body camera footage from "any/all officers" present at the scene and address, I suggest requesting only the arresting officer's video so that you are not receiving 5 videos of the same incident from different perspectives. This also would result in the City employee having to redact only one long video instead of 5 duplicate videos, which would quite honestly take weeks or longer.
Additionally: please clarify if you are only requesting footage from the actual accident/arrest on-scene, or if you are also requesting footage from subsequent processing back at CMPD. Narrowing this portion of the request would greatly expedite our response. We are trying our best to fulfill your request, but if it is not narrowed down then I will have to ask for a significant extension of the deadline to respond.

Following up on this request; I have three videos that have been redacted and retracted. These will be ready for delivery by Thursday, as each audio and video requires me to list what has been covered/removed for privacy reasons in radio transmissions and visual confidential information. The one video is over three hours in length and has taken over a week's time to redact. Once I supply this video, I would encourage the requestor to then determine if he/she would like further copies of other vantage points. These redactions take manpower that we currently do not have, and will require our office to request another extension beyond what we have already requested. If the requestor has any questions, we would be happy to respond.

As per the request for another video for the Anonymous Person, ALL videos in this case were sent in 2 packages made available to OPRA machine link that was provided.
The requestor initially was only getting three of the redacted videos, but in sending a link, we inadvertently sent all the videos UNREDACTED in TWO PACKAGES. There were 20 individual recordings in the two packages.
I have an export receipt that shows that ALL videos were sent. I contacted AXON, which is the company that maintains the videos and they verified that all videos were sent in the two packages. My confirmation number for that conversation was 872717.

Good Afternoon,
I confirmed with Axon, which is the company that we use to access, store and distribute bodycam, that you received all the relative videos in the case, but that they were divided into two zip files. Anytime that we send out discovery/OPRA, there is an audit trail that designates to us that the materials were sent and received. It was confirmed yesterday that the entirety of videos were sent in that email.
If you wish to have a copy of that confirmation email, I will scan and send to you.
I am copying the city clerk in this response as she must be included in the status of all OPRA's. She was notified, also, that no other videos exist outside of the ones that we already supplied.
