Please provide any and all text messages to include SMS and MMS ingoing and outgoing on Chief Robert Dolan’s department issued/funded cellular phone. More specifically, to and from department issued/funded cellular phones of Captain Komsa, Captain Manco, Lieutenant Ellis, Lieutenant Fusaro, Lieutenant Hemhauser, Lieutenant Vega, and Chief Lisa Parker (Ret). This request includes messages from March 1, 2023 to present (September 13, 2023).

Dear Teri Giercyk,
Understanding that text messages on a department or township phone are considered a government record, Verry vs. Franklin Fire District 1; are you telling me that no such record exists because the records were deleted or destroyed? Please be more specific. Is it that Chief Dolan’s phone doesn’t have the ability to save the messages, or does he no longer have the phone in question, or is it that text were purposely deleted in an effort to hide messages?
