Dear Manchester Township,

Please accept this electronic request for public records made under OPRA and the common law right of access. I am not required to fill out an official form or use a particular software platform to submit my request per NJSA 47:1A-5(f), which states that an email from a requestor including all of the information required on the adopted form shall suffice in place of a completed form as a valid government record request.

I HAVE NOT been convicted of any indictable offense under the laws of New Jersey, any other state, or the United States.

I WILL NOT use the requested government records for a commercial purpose.

I AM NOT seeking records in connection with a legal proceeding.

Records requested:

1. Records identifying the make, model, year, and purchase cost of the two recently purchased motorcycles.

2. Records reflecting the purchase cost of any and all equipment, accessories, modifications, or outfitting related to the aforementioned motorcycles, including but not limited to emergency lighting, sirens, radios, decals, helmets, protective equipment, communication systems, and any other related equipment.

3. Records reflecting the purchase cost of any storage sheds, storage containers, trailers, or similar structures/equipment used or intended to house, transport, or store the aforementioned motorcycles.

4. Records reflecting the purchase cost of any vehicles that were purchased, approved for purchase, proposed for purchase, or otherwise considered for the purpose of hauling or transporting the aforementioned motorcycles.

5. Records identifying the specific budget line items, accounts, appropriations, grants, capital accounts, forfeiture funds, or any other funding sources used to pay for or proposed to pay for the motorcycles, related equipment, storage structures, trailers, and/or transport vehicles referenced above.

6. Copies of any and all policies, directives, general orders, standard operating procedures, memorandums, rules, regulations, training requirements, or other written guidance pertaining to the use, operation, deployment, storage, transport, supervision, or authorization of the aforementioned motorcycles.

If any portion of this request is denied, please provide the specific legal basis for the denial and identify the records being withheld pursuant to N.J.S.A. 47:1A-5(g).

Incident Description: A Manchester man, Daniel Cormier, 31, surrendered after being charged with vehicular homicide following a March 7 head-on crash that killed Shamirah Nolan in Manchester, New Jersey. Blood tests showed BAC 0.09% and the presence of Gabapentin and Hydrocodone; authorities say impairment rendered him unfit to operate a motor vehicle.
