Dear Howell Township,

Please accept this electronic request for public records made under OPRA and the common law right of access. I am not required to fill out an official form or use a particular software platform to submit my request per NJSA 47:1A-5(f), which states that an email from a requestor including all of the information required on the adopted form shall suffice in place of a completed form as a valid government record request.

I HAVE NOT been convicted of any indictable offense under the laws of New Jersey, any other state, or the United States.

I WILL NOT use the requested government records for a commercial purpose.

I AM NOT seeking records in connection with a legal proceeding.

Records requested:

Documents, including applications, from August 2025 through the present day referring, reflecting or relating to permits issued for special events under Chapter 330 of the Howell code, including all supporting documentation required to be created by Township Departments under that ordinance. The term "special event" shall have the meaning set forth in Chapter 330 and include all events set forth therein.

Documents showing that under Chapter 330-5A, the Township Manager consulted with the Department Directors with regard to a special event permit during the relevant time frame.

Documents showing that under Chapter 330-6 P the Township Administration and Howell Police Department posted, on official social media accounts, notice of events, as that term is defined in chapter 330.

Documents showing that under Chapter 330-10 A, the Township Manager promptly forwarded completed applications to the relevant Township Administration Department Directors or their designees.

Documents showing that under Chapter 330-10 B the Police Chief, Chief of the Fire Bureau, Code Enforcement Director and other Department Directors or their designees reviewed the application and made a public safety assessment for the Township Manager.

Documents showing that The Township Manager or his/her designee authorized or denied issuance of any special event permit ; and

Documents demonstrating the following findings required under Chapter 330-10B made by the Police Chief, Chief of the Fire Bureau, Code Enforcement Director and other Department Directors or their designees :

(1) The conduct of the special event will not require the diversion of so great a number of police officers to properly police the special event and the area contiguous thereto so as to prevent normal police protection for the Township of Howell.

(2) If a parade, race, or other event is occurring along a specified route, the special event is scheduled to move from its point of origin to its point of termination expeditiously and without unreasonable delays in route.

(3) The special event will not tend to unreasonably interfere with the public use of streets and sidewalks and private properties and can be conducted in a safe manner.

(4) The conduct of the special event will not unreasonably disrupt traffic within the Township.

(5) The location of the special event will not cause unreasonable hardship to adjacent businesses or residences.

(6) The special event will not entail extraordinary Township services or unreasonable burdensome expense to the Township.

(7) The location requested for the special event will not unreasonably interfere with mass transit.
