Dear Marat Fikhman:
This situation in this request mirrors the situation in your request
B002855, for which the City never received a response from your office.
As there, the City has here identified CCTV video footage that we believe
will be responsive to your request; however, the footage is over 4 hours
long, and would require full review to ensure that no redactions are
necessary. As this would create a significant expenditure of City
resources, the City would seek to apply a special service charge as
permitted by OPRA, in the event that you insist upon the entire hour of
footage (for all 4 cameras).
Alternatively, since the auto accident that is the subject of your request
occurs in a limited portion of the footage, the City would like to know
whether you'd be amenable to accepting a few minutes of the footage for
each camera, which would show the actual crash as well as the immediate
aftermath, instead of the entire hour range. In that case, the City would
not need to assess a special service charge and could release those
shorter pieces of footage.
Please advise as to how you would like to proceed.
Also, if you do not respond to this e-mail within a reasonable period of
time, the City will read this as an indication that both this request
(B002867) and the previous request (B002855) have been abandoned.
