Please accept this electronic request for public records made under OPRA and the common law right of access. I am not required to fill out an official form or use a particular software platform to submit my request per NJSA 47:1A-6(f), which states that an email from a requestor including all of the information required on the adopted form shall suffice in place of a completed form as a valid government record request.

I HAVE NOT been convicted of any indictable offense under the laws of New Jersey, any other state, or the United States.

I WILL NOT use the requested government records for a commercial purpose.

I AM NOT seeking records in connection with a legal proceeding.

Government records maintained or received by the New Jersey Civil Service Commission ("CSC") pertaining to the administrative appeal titled In the Matter of S.D., Township of Freehold Police Department (CSC Dkt. No. 2021-1980), affirmed by the Appellate Division under Docket No. A-2844-21, specifically:

Any documentation, reports, policies, laboratory protocols, guidelines, or correspondence received or reviewed by the CSC in connection with the appeal that reference, establish, or confirm cutoff concentration levels for cannabis (THC) testing in urine samples, specifically including the cited 15 ng/mL threshold concentration level relied upon by the CSC in its decision.

Any other external documentation received from state agencies, including but not limited to the Division of Criminal Justice or the New Jersey State Toxicology Laboratory, referencing THC cutoff standards or drug-testing thresholds for law enforcement drug-testing protocols, which CSC relied upon or reviewed in relation to this appeal.

Should your agency determine that any of the requested records do not exist or cannot be located, please provide a certification of non-existence (or "no records" certification) pursuant to Bent v. Stafford Police Department, 381 N.J. Super. 30 (App. Div. 2005), clearly describing the search efforts conducted to reach this determination.

If clarification or narrowing of any aspect of this request is required, please contact me promptly to facilitate an efficient and complete response. If any portions of the requested records are deemed exempt from disclosure, please furnish all segregable non-exempt portions and specify the statutory basis for each withholding or redaction pursuant to OPRA, N.J.S.A. 47:1A-6.
