Dear Carteret Police Department,
Please accept this electronic request for public records made under OPRA and the common law right of access. I am not required to fill out an official form or use a particular software platform to submit my request per NJSA 47:1A-6(f), which states that an email from a requestor including all of the information required on the adopted form shall suffice in place of a completed form as a valid government record request.
I HAVE NOT been convicted of any indictable offense under the laws of New Jersey, any other state, or the United States.
I WILL NOT use the requested government records for a commercial purpose.
I AM NOT seeking records in connection with a legal proceeding.

Incident reports including officer narrative that have been coded as a fight /dispute from 11/08/2024 to 11/22/2024.
The following Incident Reports were located :
I-2024-,032489, 0032599, 0333596,033371032573,032770,033751. These reports are denied considering the principles if law governed under OPRA as indicated :
NJSA 47:1A-1.1, These records are criminal investigatory records, and such are exempt from release under OPRA. Criminal investigatory records are “records which are not required by law to be made, maintained or kept on file that are held by a law enforcement agency which pertain to any criminal investigation or related civil enforcement proceeding.” Therefore your request is denied.
N.J.S.A 47:1A-1 Privacy Interest – a public agency has a responsibility and an obligation to safeguard from public access a citizens personal information with which it has been entrusted when disclosure thereof would violate the citizens reasonable expectation of privacy.

N.J.S.A 47:1A-1 Victims’ records - an individually-identifiable file or document held by a victims’ rights agency which pertains directly to a victim of a crime except that a victim of a crime shall have access to the victim's own records. “Victims’ rights agency” means a public agency, or part thereof, the primary responsibility of which is providing services, including but not limited to food, shelter, or clothing, medical, psychiatric, psychological or legal services or referrals, information and referral services, counseling and support services, or financial services to victims of crimes, including victims of sexual assault, domestic violence, violent crime, child endangerment, child abuse or child neglect, and the Victims of Crime Compensation Board.
Any written OPRA request by a crime victim for a record to which the victim is entitled to access, including, but not limited to , any law enforcement agency report, domestic violence report and temporary or permanent restraining order.
Records where the inspection, examination or copying would substantially interfere with the State’s ability to protect and defend the State and it’s citizens
