Dear Ocean County Vocational Technical School,

Please accept this electronic request for public records made under OPRA and the common law right of access. I am not required to fill out an official form or use a particular software platform to submit my request per NJSA 47:1A-6(f), which states that an email from a requestor including all of the information required on the adopted form shall suffice in place of a completed form as a valid government record request.

I HAVE NOT been convicted of any indictable offense under the laws of New Jersey, any other state, or the United States.

I WILL NOT use the requested government records for a commercial purpose.

I AM NOT seeking records in connection with a legal proceeding.

Records requested:

Kindly provide the Campus Security Reports published by the Ocean County Vocational and Technical School that would memorialize the allegations that lead to the recent arrests and prosecutions of teachers Zachary Slater and Douglas Bollinger. A review of the billing records submitted to Ocean County by Robert Shea and Associates specifically reference several meetings with a student victim, “AF”, Karen Homiek, Tom’s River Police detective Graham Borg and others. in June/July 2022. Your own campus security report states:

“ SEXUAL ASSAULT
Sex offenses violate criminal law and school
regulations. Any reported violation will be
treated quickly through legal avenues and/or
established school disciplinary procedures as
defined in the District’s Policy and Procedure
Manual and the Crisis Management Plan found in
the main office at each campus. In reporting a sex
offense, the building administrator should be
contacted immediately and will notify the police
and appropriate agencies.

SEXUAL HARRASSMENT
Any student who wishes to file a complaint of
sexual harassment by any staff member or student
should contact the District Affirmative Action
Officer, Building Principal, Teacher, or School
Counselor for counseling and appropriate action.”

However, the online Campus Security report lists zero sex offenses. Kindly review and provide the Campus Security report(s) that reflect the reports made by the victims of Slater and Bollinger who reported sex offenses that occurred on campus. Prosecutor Bradley Billhimer, after a 2 year investigation conducted by the OCPO and Manchester Police, explained there were “proof problems” in the case but the offenses on campus were reported and should have been on the Campus Security report and Karen Homiek was certainly aware of the allegations. Dear Ocean County Vocational Technical School,

Why is this delayed? Kindly provide the campus security reports memorializing the sexual grooming and sexual contact between OCVTS teachers Zachary Slater and Douglas Bollinger and students entrusted to their care at the OCVTS or provide document(s) that would explain why the OCVTS did not report the assaults on campus security reports. The incidents were on the front page of the Asbury Park Press. Thanks
