Good Afternoon Mr. Rozzi:
The Office of the State Comptroller (OSC) received your OPRA Request
#C133225 on May 30, 2018. This response is being provided to you on June
7, 2018, the sixth business day after OSC’s receipt of said request.
Your OPRA request sought access to the following documents:
“For the period of August 1st, 2017 to December 30th, 2017, please provide
copies of digital meeting calendar entries showing all events entered into
Microsoft Outlook calendar for the following individuals:
Philip Degnan
Robert Shane
Joshua Lichtblau
Kay Ehrenkrantz
Robert Graves.”
Your request requires additional time beyond the seven (7) business days
to fulfill. OPRA allows custodians to seek extensions of time pursuant to
N.J.S.A. 47:1A-5.i. Your request requires an extension of time of an
additional fifteen (15) business days. As such, you will receive this
office’s response to your request on or before June 29, 2018.

Dear Mr. Rozzi:
The Office of the State Comptroller (OSC) received your OPRA Request
#C133225 on May 30, 2018. The seven business day deadline to respond to
your request was June 8, 2018. On June 7, 2018, the sixth business day
after OSC’s receipt of said request, OSC sent correspondence to you
requesting an extension of time to respond to your OPRA request, pursuant
to N.J.S.A. 47:1A-5.i., and indicating our office would respond to your
request on or before June 29, 2018. This response is being provided to
you on June 26, 2018.
Your OPRA request sought access to the following documents:
“For the period of August 1st, 2017 to December 30th, 2017, please provide

Your request for all “digital meeting calendar entries showing all events
entered into Microsoft Outlook calendar” for Philip Degnan, Robert Shane,
Joshua Lichtblau, Kay Ehrenkrantz and Robert Graves for the period of
August 1st, 2017 to December 30th, 2017 is denied on the basis that those
records are considered deliberative pursuant to N.J.S.A. 47:1A-1.1 et
seq., and the non-public calendars and itineraries of public officials are
exempt from disclosure. Public officials must be permitted to schedule
private meetings and have confidential discussions about important
decisions without the fact of that communication being subject to
disclosure. See Gannett N.J. Partners, LP v. County of Middlesex, 379
N.J. Super. 205, 217 (App. Div. 2005). Furthermore, the New Jersey Supreme
Court has acknowledged there is a legitimate public interest in keeping
confidential the identity of persons consulted by executive branch
officials. North Jersey Newspapers v. Passaic County, 127 N.J. 9 (1992).
Lastly, because these calendar entries may contain information that
involves individual privacy interests, your request is also denied for
privacy purposes pursuant to N.J.S.A. 47:1A-1.
In addition to the reason for denial set forth, OSC reserves the right to
supplement this reason with any additional basis for exception to public
access as may hereinafter also be determined to apply.
