I am in receipt of your OPRA request for the Body Worn Camera footage pertaining to case 25ML19562, Warrant Service transport from Bradley Beach to Monmouth County Correctional Institute on 08/17/2025. There were two videos I located pertaining to this case.
Below is your invoice for your OPRA Request for Marlboro Township Police Department case 25ML19562. This redactment will take a minimum of 2 and 1/2 hrs to complete. Please respond to this email by 10/23/25 if you would like this project completed. An email response back to this chain as soon as you make your decision would be beneficial for me to initiate this project. Once our agency receives your payment (see below), I will complete this project in a timely fashion and email you a secured link containing your request.
Marlboro Township Police Department has received your Open Public Records Act (OPRA) and common law right of access request. Below is the response for the video portion of your request. The other items will be responded to within our OPRA software system.
Body Worn Camera Recordings that Raise Special Privacy or Safety Issues
The body worn camera(s) footage you requested contains footage of one or more of the following that must be redacted: (a) captures the image of a victim of a criminal offense; (b) captures the image of a child; (c) was made in a residential premise (e.g., home, apartment, college dormitory room, hotel/motel room, etc.), a school or youth facility, a healthcare facility or medical office, a substance abuse or mental health treatment facility, or a place of worship; (d) captures a conversation with a person whose request to de-activate the BWC was declined; ( e) captures a special operations event or execution or an arrest and/or search warrant where confidential tactical information may have been recorded; (f) captures the image of an undercover officer or confidential informant; (g) captures the screen of a police computer monitor that is displaying confidential personal or law enforcement sensitive information; or (h) any other confidential personal or medical information.
In accordance with N.J.S.A. 47:1A-5c The Marlboro Township Police Department reserves the right to charge a Special Service Charge for the following: "Whenever the nature, manner of collation of volume of government record embodied in the form of printed matter to be inspected, examined or copied pursuant to this section is such that the record cannot be reproduced by ordinary document copying equipment in the ordinary business size or involves an extraordinary expenditure of time and effort to accommodate the request, the public agency may charge, in addition to the actual cost of duplicating the record, a special service charge that shall be reasonable and based upon the actual direct cost of providing the copy or copies ...."

I have reviewed your request. I have also initiated the project and have found that there were a total of (2) officers present and (2) videos that would be beneficial for your request. The total combined time of officer footage for Ptl. L. Salerno's #171 video totaling 41 min and 11 sec's and Ptl. C. Pittari #160 video totaling 38 min and 20 sec's. The total time needed to be spent on these videos between research, retrieval and redaction will be a minimum of 2 and 1/2 hours. The total cost for this redaction project will be a minimum of $60.82. The redaction time may take longer than originally expected due to the content. If it does, I will keep track of the exact time spent and if it extends over the expected time, I will advise you immediately upon completion via this email chain. We will then need the balance before any footage is released.
Please submit payment via check to “Marlboro Township Police Records” within (14) business working days of receipt of this email.
