CAD Incidents Marvin Douglas 2013-current

Dear Piscataway Township Police Department,

Please accept this electronic request for public records made under OPRA and the common law right of access. I am not required to fill out an official form or use a particular software platform to submit my request per NJSA 47:1A-5(f), which states that an email from a requestor including all of the information required on the adopted form shall suffice in place of a completed form as a valid government record request.

I HAVE NOT been convicted of any indictable offense under the laws of New Jersey, any other state, or the United States.

I WILL NOT use the requested government records for a commercial purpose.

I AM NOT seeking records in connection with a legal proceeding.

Records requested:

All CAD reports involving Marvin Douglas 2013-2026, (as a victim, witness, suspect, defendant, etc.)

Incident report (2025) involving a missing Piscataway juvenile improperly identified as known individual Marvin Douglas.

Notification ( incl. but not limited to emails, phone) from Woodbridge Police advising that the missing juvenile was found with Mr. Douglas paperwork after being struck by a vehicle in their town.

Any and all internal affairs summaries related to the misidentification of a missing juvenile improperly identified as known township resident/homeless person where he was placed in an ambulance and transported to the hospital, treated and released ( as Mr. Douglas.)

Good afternoon,

 

This email is concerning the above-mentioned OPRA request, specifically
the portion of your request that asks for “All CAD reports involving
Marvin Douglas 2013-2026, (as a victim, witness, suspect, defendant,
etc.).”

 

According to our Police Department, there are approximately 500 CAD
reports to review regarding Mr. Douglas. This will require an
extraordinary expenditure of time and effort, which will require a special
service charge pursuant to N.J.S.A. 47:1A-5c.

 

With approximately 500 CAD reports at approximately three (3) minutes each
to review and make any necessary redactions, that will take 25 hours. The
rate per hour ($46.00) brings the total cost of this portion of the
request, after subtracting the first eight (8) hours, to $782.00.

 

Please let me know if you would like to move forward with this request as
is or if you would like to modify it in some way. If you would like to
move forward, we will need to receive the payment in the form of a check
or money order BEFORE we are able to release the documents to you. The
check or money order must be made out to Piscataway Township and sent to
the Clerk’s Office at 455 Hoes Ln, Piscataway, NJ 08854.

 

If you would like to modify the request, please let me know the new
parameters as soon as possible.
