Byram Township Police Department Open Records Request
Dear Byram Township,
Please accept this electronic request for public records made under OPRA and the common law right of access. I am not required to fill out an official form or use a particular software platform to submit my request per NJSA 47:1A-6(f), which states that an email from a requestor including all of the information required on the adopted form shall suffice in place of a completed form as a valid government record request.
I HAVE NOT been convicted of any indictable offense under the laws of New Jersey, any other state, or the United States.
I WILL NOT use the requested government records for a commercial purpose.
I AM NOT seeking records in connection with a legal proceeding.
Records requested:
Bodycam/dash cam footage of the incident in Case Number 24BT03705 involving LEWANDOSKY, KATELYN.
My preferred delivery method for response(s) to this request is by E-mail as attachments. Please confirm you have received this request. If you are not the custodian of records, please forward my request to that person and provide their email address to me for future reference.

Good Morning,
Below is a Dropbox link with two of the requested body worn camera footage
and the Vaughan index. The additional footage will be arriving directly
from WatchGuard. There is often a delay between this email and the videos
being exported from WatchGuard. When the WatchGuard video arrives the
access code will be 1234.

The 9 videos have been previously requesting and have been reviewed by the
Sargent and are releasable immediately.
There are an additional 12 body worn camera and in car camera videos with
approximately 5 hours and 50 minutes of footage that will need to be
reviewed by the Sargent tasked with OPRA requests. Byram PD does not have
video redacting abilities and the requested footage that requires
redaction will be sent out of the office. There is a special service fee
associated with the footage being reviewed. Below is the outlined cost.
Byram PD request a deposit of 50% of the estimated cost before the request
is fulfilled. The balance will be adjusted if less or more time is
required for review and redact. Upon the delivery of the footage the
remaining balance is required.
5 hour 50 minutes of footage x 3.5 hours of time allotted to review and
redact = 20hr 25min
20 hours 25 minutes x Sargent's hourly rate $70.37 ( not including fringe
benefits) = $1436.72
The 50% deposit due is $718.36. We accept exact cash or check. The
deposit can be mailed or dropped off to Byram Twp PD, 10 Mansfield Drive,
Stanhope, NJ 07874.
A time extension will also be needed to fulfill the additional video
review. A specific time frame will be given once the deposit is received.
Please let me know how you would like to proceed with the special service
fee and acknowledge the requested extension.
I will be out of the office until Monday. And we have a modified holiday
office schedule in the up coming two weeks.
