I am requesting BWC for the following incident listed on the police departments blotter:

On May 16, 2025, at approximately 3:30 a.m., Sgt. Harold Milne observed a vehicle facing
the wrong way on Harrison Street near Observer Highway. He approached and observed that two
vehicles had been involved in a crash, resulting in a pole being knocked down. Multiple injuries
were also reported. The Hoboken Fire Department and the Hoboken Volunteer Ambulance
Corps also responded to assist. An individual, later identified as 37-year-old Lina Garcia of
Elizabeth, indicated she was one of the drivers involved in the accident. Sgt. Milne observed her
to be intoxicated. Police Officers Ricky Truppner and Domenick Allegretta arrived on the scene
to perform a field sobriety test, after which Garcia was placed under arrest for driving while
intoxicated. She was transported to Hoboken Police Headquarters where it was revealed Garcia
had lied about driving one of the cars. 37-year-old Edwyn Macelus of Nanuet, NY was later
determined to be the driver. He refused a field sobriety test. He was arrested for driving while
intoxicated and transported to Hoboken Police Headquarters. Garcia was charged with hindering
the apprehension of another and issued a summons for not wearing a seatbelt. Macelus was
charged with three counts of assault by auto and hindering apprehension. He was also issued
summonses for multiple traffic violations. As per John’s Law, Macelus was released into the
custody of a responsible party. Garcia was released on a summons.
