Dear Woodland Park Borough,
Please accept this electronic request for public records made under OPRA and the common law right of access. I am not required to fill out an official form or use a particular software platform to submit my request per NJSA 47:1A-6(f), which states that an email from a requestor including all of the information required on the adopted form shall suffice in place of a completed form as a valid government record request.
I HAVE NOT been convicted of any indictable offense under the laws of New Jersey, any other state, or the United States.
I WILL NOT use the requested government records for a commercial purpose.
I AM NOT seeking records in connection with a legal proceeding.

My office is in receipt of your request. As per OPRA we have seven (7) business days to respond to your request. A response is due on September 24, 2025 however, please be advised there may be a need for an extension of time since this request may require a large amount of footage to be reviewed before it can be released, at which time we will notify you by email how much additional time is needed.

Please be advised that OPRA allows public agencies to impose special service charges whenever the nature, format, manner of collation, or volume of a government record embodied in the form of printed matter to be inspected, examined, or copied pursuant to this section is such that the record cannot be reproduced by ordinary document copying equipment in ordinary business size or when fulfilling a request requires an extraordinary expenditure of time and effort. See N.J.S.A. 47:1A-5.c. Special service charges must be based upon the actual direct cost of providing the copy or copies. The public agency may charge, in addition to the actual cost of duplication, a special service fee that shall be reasonable and shall be based on the cost for any extensive use of information technology, or for the labor cost of personnel providing the service, that is actually incurred by the agency or attributable to the agency for the programming, clerical, and supervisory assistance required, or both.
To fulfill your request, a Borough employee will need to spend significant time and effort reviewing the 16 traffic stop videos. This is required to make necessary redactions before the body camera footage can be released. The estimated time for this task is approximately 4 hours, at an hourly rate of $84.46. Please be aware that the final cost may vary once the exact time required is determined after processing.
OPRA mandates that the requestor shall have the opportunity to review and object to the charge prior to it being incurred. See N.J.S.A. 47:1A-5.c. The total estimated special service charge is approximately $380.07. We will require your approval and payment before we can begin working on the response and to release the redacted video's.
Kindly respond in writing with your acceptance or rejection of this estimated charge. Again, we will not begin to process this request until we receive your written response.
